Pennsylvania State University's University Park campus is a large public research university in central Pennsylvania. After a November 1 early action deadline it moves to rolling admission for the rest of the cycle, and international applicants pay a higher application fee than domestic ones.

Penn State reviews official secondary school transcripts for grades and course rigor. International applicants whose native language is not English or whose secondary schooling was not taught in English submit a TOEFL, IELTS or Duolingo English Test score meeting the university's published minimum.

The Penn State application, official secondary school transcripts, an English proficiency score where required, and, after admission, financial documentation so the university can issue the Form I-20 for the F-1 visa.

How to apply

  1. Submit the Penn State application by November 1 for early action, or later for rolling review.
  2. Send official secondary school transcripts.
  3. Submit an English proficiency score meeting Penn State's published minimum if required.
  4. Pay the 75 dollar international application fee.
  5. After admission, submit financial documentation so Penn State can issue the I-20.

English test waiver

Penn State follows University System requirements and states these minimums for undergraduate admission. From January 21, 2026, TOEFL iBT also reports a 4.5 minimum on its redesigned scale alongside the older 80 on the 0 to 120 scale.
